For a hurricane to develop from one of these low pressure waves it needs several things One of the most important is warm ocean water at least 80 degrees Fahrenheit 27°C That's because above all else a hurricane needs energy and warmer water provides more of it than colder water The first step in a hurricane's formation is the familiar water cycle Water at the surface of the ocean evaporates rises forms clouds condenses and falls as rain creating thunderstorms Some areas have conditions that lead them to develop more thunderstorms than others As a Hurricanes result from and are sustained by the complex interaction of warm and cool air in the atmosphere
